Africa

In Africa, there exist thirty-four out of the world’s fifty least developed countries. Moreover, 84% of the total population of the region resides in the poorest sub-Saharan region, which exacerbates the poverty problems in Africa more severe compared to other regions. Despite abundant natural resources found in the region, insufficient capacity of governments, shortage of human resources, and instability caused by frequent disputes and conflict prevent most African countries from developing and alleviating poverty in the region.

To participate in global efforts to achieve the SDGs to reduce poverty, the Korean government emphasizes support for African countries’ development. In this context, Korea has in recent years significantly expanded the scale and scope of ODA for Africa. In March 2006, for instance, Korea announced the ‘Korean Initiative for the Development of Africa’, and more than doubled its support to Africa between 2005 and 2008. Korean development assistance in Africa doubled once again from 100 million USD in 2009 and more than 200 million USD in 2012. Korea also seeks to engage more actively in the international, innovative efforts to assist the development of Africa, including the Muskoka Initiative concerning the protection of the health of mothers and children, and the Air Ticket Solidarity Levies. According to the Mid-term ODA Plan for 2011-2015, the Korean government plans to distribute 25% of its total budget for grants and 20% of concessional loans to partner countries in Africa. The focus areas for sub-Saharan Africa are public health, water supplies, education, and rural development, while priority areas for North Africa ICT, administrative systems, and industrial energy.
